PVC Children's Buttons With Elastic Band Attached

A new company is looking for a manufacturer to make a new product. The product requires  rubber or plastic buttons(shoe charms) with a shank on the back to run an elastic band through. The elastic band would then be bound together by heating method(no metal clamps). The elastic band needs to have very good elasticity property and be available in various colors to match button colors. The elastic band would be cut in 6cm lenghts and threaded through button shank on back of button. It looks like a ponytail holder only the elastic band opening is smaller. The ring that is formed needs to be strong enough to be pulled on like a ponytail holder would be. The band diameter is around 3 mm so the button shank needs to be that size as well.
