GPS tracking device with Windows CE 5/6 and integrated GSM/GPRS wanted

We are looking for a GPS tracking device with 4.3 - 7 inch touch screen to be used in vehicles for fleet management. This is a very serious request. We are planning to puchase at least 2000 units this year.

Requirement (must have):

* Windows CE 5/6

* Touch screen, 5 - 7 inch

* Integrated GPRS modem

* Integrated GPS

* Support for external GPS antenna

* Integrated speaker

* Integrated battery

* SDK available

Nice to have:

* Support for external GSM antenna

* Rugged shell (no IP-classification, only a more "robust" rubber shell)
