Bid Closing Date: 24-07-2009; Please provide us the detailed Techno-Commercial [T-C] Proposal on the basis of Ex-Works, FOB as well as CIF, Dammam / Jubail, K.S.A. for the following: Supply and Installation of "Auto Control System Of Chlorinator and Evaporator at a Sewage Water Treatment Plant in the Eastern Province of the Kingdom of Saudi Arabia. This Bid is for one of the major Sewage Treatment Plants in the Kingdom Of Saudi Arabia. Totally, they are looking out for two Chlorinators and two Evaporators with automatic control system at one Sewage Treatment Plant and similarly, two Chlorinators and two Evaporators with automatic control system at the other Industrial Waste Treatment Plant [IWTP] in the same city.GENERAL DESCRIPTION: The Liquid Chlorine is taken from the Liquid Chlorine Container to the Evaporator, the Evaporator consists of a Steel Evaporating Cylinder immersed in heated water bath, the water bathe which is enclosed by an insulating jacket to minimize heat loss is heated by electric immersion heaters which are controlled by an adjustable thermostat to maintain a fixed water temperature between 66 deg. and 71 deg. the level of the water is shown on a glass tube level indicator mounted in the instrument panel on the front of the cabinet together with a dial thermometers giving the water temperature and a gas pressure gauge. Heat being applied through the water bath to convert the liquid to gas; From the evaporator the gas flows through a spray catcher and then to an electrically operated pressure reducing and shut off valve which can be adjusted to provide the desired operating gas pressure for the gas control unit to which the gas nest flow, by means of control from the low temp. alarm switch it will shut off the flow of gas if abnormally low temperature exists in the water jacket and so prevent liquid passing in to the evaporator and the gas from the shut off valve will be taken to a vacuum regulator; Then the gas feeder is designed to control the flow of chlorine gas and injector accepts the flow of gas mixes it with water and delivers the resultant solution to the point of application the function of the injector is to produce a vacuum to draw gas from the control module and to mix this gas with the water flowing through the injector.I - A) The Unit Installed at the LOCATION of IWTP is as follows: 1) Captrol Controller Model 1450 Controller; 2) Advance 1660 Multipoint Gas Detector; 3) Auto Remote Vacuum Regulator; 4) Differential Pressure Regulator; 5) Gas Pressure Reducing Valve; 6) Remote Mounted Fixed Orifice Ejector and 7) Electrochemical Sensor Module; I - B) The Unit Installed at the Location of Sewage Treatment Plant at another location within the same city is as follows: 1) Sub: Liquid Chlorine Switch Over System Service: To shift from empty drum to full drum; Qty: One (1) No. Make: Wallace & Tiernan; Type: 5487; Operation: Through the pressure switch located on the liquid line; Power: 230V/1ph/60Hz. The switch over system consisting of motorized valves - 2Nos.; Make: USF Wallace & Tiernan; Model: mar 50 / 12; Power :220V; 2)Subject: Evaporator; Service: For the conversion of liquefied gas into a gaseous state; Make: USF Wallace & Tiernan; Type: Electrical Heated Water Bath; Capacity: 150Kg/Hr; Power: Heater contact :460 v/3phase/60Hz; Heater 460 v/3phase/60Hz; Heater Power 5kW.; 3) Subject: Chlorinator; Service: For Dosing Chlorine; Make: USA WALLACE & TIERNAN; Model :V-2100 /ED0296; Type: Floor Mounted / Vacuum Operated; Capacity: 150 Kgs Cl2/Hr; Operation: Automatic; 4) Subject: Residual Analyser; Service:For Continuous measurement of free or total chlorine in the effluent and influent; Location: pH Buffer Solution; Power: 110V, 1ph, 60Hz; II) Present Status: Presently there are two Chlorinators and two Evaporators at the IWTP in working condition but not working in auto control system and its not even producing 100percent of its total capacity; III) Scope Of Work For The Vendor: 1) Shall check the system thoroughly and discuss all the technical details for making the system in to auto operational. 2) Contract Duration : 40 days from notice to proceed] acceptance parameters if not specified should be discussed and agreed by the client. 3) If required the it should replace and repair all the equipment like Residual analyzer Pressure Reducing Valve with Vaccum Regulator, Ball Valve, Gate Valve, Pressure Indicator, Temperature Indicator, Temperature Controller, Temperature Switch, Level Indicator, level Switch, Pressure Relief Valve, Vacuum Gauge Electrical Power / Signal Cable. Chart Recorder, Ejector Gas Filter, Liquid Chlorine Switch Over System, Residual Analyzer, Flow Controls, etc. if required calibration it has to calibrate for making the system fully auto operation. 4) Has to check all other equipments like the Flow Control, Flow Tubing, etc. [We shall Replace in This Case with prior approval from the client complying the Saudi Aramco's Standards / European / American Standards]; 5) At present all the systems are not producing 100% of their total capacity, so it has to replace the necessary systems [whole systems fully, auto control]; 6) Shall provide training to the maintenance team concerned about the maintenance and testing; 7)Shall highlight the references on all the drawings, prepare a database of all the drawings and submit the same to the client for reviewing and approval. 8) Has to confirm that all the spare parts which has to be replaced must be available for at least 2 years. 9) Site Acceptance Test (SAT). 10) Final Report must be submitted to the client; Submittals for T-C Proposal required from the vendor; 1) Has to recommend for replacing with the new fully auto control system, keeping in consideration the International Standards relative to Human, Plant and Environmental Safety. 2) Solutions / Proposal with the Compliance (which should cover the vendor's complete scope of work, covering materials, labor, civil work, duration of project, control philosophy, programming, commissioning, etc.); 3) Detailed Bill Of Materials for the replace instruments, covering the spares list as mentioned in the Scope of Work must be provided. 4) General Arrangement Drawings For the Systems Proposed. 5) Project Execution details (scheduled) covering Installation, Testing and Commissioning Procedures. 6) FAT, SAT & Safety Procedures. 7)Project Schedule and detailed Action Plan for the Execution of the project in MS-Project or Primavera. 8) Functional Design Specifications.; 9)Quality Control Program. 10) T-C Proposal (detailed Specs). 11)Completed and Ongoing Projects List with the detailed CVs of qualified personnel for the project besides the Organization Chart.12) Detailed Design Specs, features, applications and the advantages of the system to be submitted along with the Tech Proposal.13) Spare Parts availability certificate for atleast 2 yrs from OEM from the date of handing over. 14) List of all the Manufacturers, their technical specifications and other details from whom the materials are being purchased. 15) Catalogues, Manuals and Data Sheets for all the Materials. 16) Sub-Contracting or Joint Ventures for the Project(s) if any. 17)Attach special conditions compliances. 18)Personal Protective Equipments must be vendor's responsibility. 19) All the Materials Supply must be the vendor's responsibility and all the materials should be prior approved by the client and should be as per the International Standards. 20)Vendor must submit all the drawings, operation and maintenance manuals minimum three (3) copies, each. Flow Chart Control Sequence and a Block Diagram. 21) Complete Automated Operation System should be handed over to the client.
