PVC/silicone/rubber stretchy overshoe

The overshoe needs to stretch on and off an existing sneaker.  This is why that material needs to be a silicone or simmilar product with a good amount of elasticity.  The material also needs to have good abrasion characteristics pvc or other hard liquid rubbers will work.  The purpose it to protect the shoe or sneaker beneath it from scratches and or rips.  At this time I need a prototype.  Ofcourse I am willing to pay for this.  Then when I am happy I will place continously large orders of 4000 to 5000 at a time.  Thank you.

It would work great if the material we use is clear or transparent
