Buy Large " Mini " Chopper With 250cc V-twin And Epa

Please read this entire message before responding to my inquiry
I am looking for a 3/4 scale mini chopper like the one pictured below (does not have to be exactly the same, but very similar) however, I am looking for a 250cc v-twin (lifan and zongshen make the ones I have seen) and it must be epa certified, it also must have a vin number and it also must come with a certificate of origin.
Samples will be required before a larger purchase is made to test the availability of the above mentioned items as well as a quility check and a test to see if they can be titled by my motor vehicles department
